Sir,
With reference to my despatch No.598 of the 16th of October, 1936, regarding the Estimates for 1937 and the Appropriation for 1937 Ordinance, 1936, I have the honour
to inform you that in view of the fact that, contrary to expectation, revenue during 1936 has exceeded expenditure by $80,000, I propose, as a result of strong representations made to me by the Director of Education and the Chinese
unofficial members of Legislative Council, to utilise part
of the surplus in restoring the reduction made in the Grants
provided under Sub-heads 26 and 28 of Head 25 of the 1937
Estimates. The total additional sum involved cannot be
given exactly at present but is not expected to exceed $21,000.
2. The Finance Committee of Legislative Council has already been consulted and has unanimously indicated its concurrence with this proposal; and I should be glad of your sanction to take formally a Supplementary Vote for the additional sum now required.
